Update on Relevant Canadian Regulations

Transport Canada Announces Second Third-Party ELD Certified Accreditor
On June 14, 2021, Transport Canada announced that CSA Group was the second third-party organization to be accredited to certify electronic logging devices (ELDs). Under Transport Canada’s ELD mandate, all ELDs must be certified that they meet the required technical standards.

Update on Relevant U.S. Regulations

FMCSA Extends Medical Examiner’s Certification Integration Compliance Date
On June 22, 2021, the Federal Motor Carrier Safety Administration (FMCSA) published a notice extending the compliance date for several provisions in the medical examiner’s certification final rule related to the electronic transmission of the medical examiner’s certification. The extension is to allow FMCSA to complete the necessary information technology system development tasks to implement the requirement. The compliance date has been extended from June 22, 2021, to June 23, 2025.

FMCSA Publishes Notice of Revisions to National Hazardous Materials Route Registry
On June 17, 2021, FMCSA published a notice of revisions to the National Hazardous Materials Route Registry (NHMRR). The NHMRR is a listing, as reported by states and tribal governments, of all designated and restricted roads and preferred highway routes for transportation of highway route-controlled quantities of Class 7 radioactive materials and non-radioactive hazardous materials. The notice is effective June 17, 2021.

Update on Exemptions

FMCSA Requests Comments on Intellistop Rear Lamp Exemption Request
On June 14, 2021, FMCSA published a notice and request for comments on an application from Intellistop Inc. to allow motor carriers to operate commercial motor vehicles equipped with the company’s module that pulses the rear clearance, identification and brake lamps from lower-level lighting intensity to a high-level lighting intensity. Comments are due by July 14.
