NHTSA Requests Comments on Upgrades to CISS
On April 5, NHTSA  comments on its comprehensive review of the Crash Investigation Sampling System (CISS) sample design and data collection methods as part of a major effort to upgrade CISS. Proposed updates to the CISS include additional program sites, expanded scope that includes all crash types and on-scene investigation protocols. Comments are due by June 5.

FMCSA Proposes Updates to the Crash Preventability Determination Program
On April 13, the Federal Motor Carrier Safety Administration (FMCSA)  comments on proposed updates to the Crash Preventability Determination Program. FMCSA proposed modifying existing crash types to broaden eligibility, removing the distinction between direct and indirect strikes, and differentiating some types for improved reporting and use of the data to identify ways to reduce crashes involving non-motorists. In addition, FMCSA proposed that four new crash types be included in the program. Comments are due by June 12.

PHMSA Office of Hazardous Materials Safety Schedules Meeting on ERG2024
On April 12, PHMSA  that the Office of Hazardous Materials Safety will hold a public meeting to solicit input on the development of the 2024 edition of the Emergency Response Guidebook (ERG2024). The meeting will take place virtually on Microsoft Teams on May 16.

NHTSA Requests Information on ADS Testing Operations
On April 6, the National Highway Traffic Safety Administration (NHTSA)  comments on extending an existing collection of information for NHTSA’s Automated Vehicle Transparency and Engagement for Safe Testing (AV TEST) Initiative for which NHTSA intends to seek renewed Office of Management and Budget approval. The purpose of this collection is to provide information to the public about automated driving systems (ADS) testing operations in the U.S. and applicable state and local laws, regulations and guidelines. Comments are due by June 5.
