Update on Relevant U.S. Regulations

FMCSA Announces Listening Session on Automated Commercial Vehicles
On April 14, 2017, the Federal Motor Carrier Safety Administration (FMCSA) announced a public listening session to solicit information on issues related to highly automated commercial vehicles (HACVs). The meeting will take place on April 24, 2017, at the CVSA Workshop in Atlanta, Georgia. Attendance is open to the public

FMCSA Increases Fines for Trucking Regulation Violations
On April 12, 2017, the Federal Motor Carrier Safety Administration (FMCSA) issued a final rule increasing civil penalties for violations of trucking regulations. The increase is tracked to inflation and also applies to foreign carriers operating within the U.S. The rule is effective April 24, 2017.

FMCSA Announces Post-Accident Advisory Committee Meeting
On April 6, 2017, FMCSA announced a Post-Accident Reporting (PAR) Advisory Committee meeting on April 24, 2017 at the Commercial Vehicle Safety Alliance (CVSA) Workshop. PAR will review post-accident reports and make recommendations based on the data elements required by the reports. Attendance is open to the public.

FMCSA Announces ELD Meeting
On April 4, 2017, FMCSA announced a meeting to discuss technical specifications in the electronic logging device (ELD) final rule. The meeting will take place on May 9, 2017 and will be a forum to discuss minimum requirements and compliance with the rule. Attendance is open to the public.

Update on Exemptions

FMCSA Grants CDL Exemption to RVIA
On April 12, 2017, FMCA announced its decision to renew an exemption from commercial driver’s license (CDL) requirements for the Recreational Vehicle Industry Association (RVIA). The exemption applies to drivers delivering motorhomes and recreational vehicles to dealers or trade shows. The exemption is effective April 6, 2017 – April 6, 2022.

Other Items of Interest

White House Releases Guidance for Executive Order on Regulations
On April 5, 2017, the Trump administration issued additional guidance on Executive Order 13771 which requires federal agencies to repeal two regulations for each new one they propose. The guidance explains the scope of the order’s coverage, defines terms and gives additional details of how regulatory costs and savings are measured.
