FMCSA Publishes Proposed Changes to SMS
On Feb. 15, the Federal Motor Carrier Safety Administration (FMCSA) published a notice requesting comments on the agency’s proposed revisions to the motor carrier Safety Measurement System (SMS). Comments are due by May 16.

PHMSA Publishes Updates on Special Permits
Also on Feb. 15, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published updates on special permit applications:
List of Applications for Special Permits – Comments are due by March 17.
List of Applications for Modification of Special Permits – Comments are due by March 2.
Notice of Actions on Special Permit Applications – Comments are due by March 17.

NHTSA Publishes State Highway Safety Grant Programs Final Rule
On Feb. 6, the National Highway Traffic Safety Administration (NHTSA) published a final rule making changes and clarifications to the revised uniform procedures implementing state highway safety grant programs in response to comments received regarding the notice of proposed rulemaking published Sept. 15, 2022. The final rule is effective on March 8

UCR Plan Board Announces Several Meetings
The Unified Carrier Registration (UCR) Plan board of directors announced several upcoming meetings. The meetings are open to the public.

President Biden Names NHTSA Administrator Nominee
On Feb. 13, President Joe Biden announced Ann Carlson as his nominee for NHTSA Administrator. Carlson has served as NHTSA’s Acting Administrator since September 2022.
