The continuing resolution extending federal funding at fiscal 2019 levels is set to expire on Nov. 21. It seems unlikely that Congress will successfully pass transportation funding before the deadline. Congress turned discussions toward the passage of a continuing resolution that would extend funding at fiscal 2019 levels into December while they continue to work towards passage of 2020 funding bills.
