Navigating North American highways today involves skill and quick thinking. In order to do this, vehicles must be in safe operating condition and drivers must be alert and aware of their surroundings. Each month Inside the Safety Lane with CVSA will discuss subjects on safety and security that are important to all who work in the commercial motor vehicle profession -- both government and industry -- and will include tips and news to help everyone who travels our nation’s highways to steer clear of dangerous situations and avoid injuries and fatalities.

The work of a commercial vehicle inspector is not easy but it is one of the most vital in public safety. Each year, CVSA recognizes the best of the best by inviting member jurisdictions throughout North America to participate in the North American Inspectors Championship (NAIC).

NAIC 2009, sponsored by the Federal Motor Carrier Safety Administration and CVSA, is held annually in conjunction with the American Trucking Associations' (ATA) National Truck Driving Championship (NTDC). It is the only event dedicated to recognizing and rewarding commercial vehicle inspector excellence.

It is an international event that is used as a snapshot or barometer of the current inspection environment to evaluate what is going well and what needs to be improved upon within the roadside inspection program, develops future leaders, strengthens the industry and enforcement partnerships, and promotes camaraderie between inspectors, jurisdictions, and countries. This in turn, helps ensure the quality, uniformity, and reciprocity of the more than four-million roadside inspections conducted annually in North America.

CVSA works to closely monitor, evaluate, and identify potentially unsafe transportation processes and procedures as well as to help facilitate and implement best practices for enhancing safety on our highways. Commercial motor vehicle safety continues to be a challenge and we need the involvement of all affected parties to help us better understand these issues and put into place practical solutions. CVSA’s goal is to build on the success of the North American Standard Inspection Program and the theme of NAIC 2009 is “Education, Performance, Uniformity, and Partnerships.”

To address these issues, and to share best practices as well as to identify areas where most focus is needed, the Commercial Vehicle Safety Alliance (CVSA) held it's first ever Bus Safety Summit, March 5-6, 2009 at the Hyatt Regency in Crystal City, VA.

During the two days, speakers from CVSA, Federal Motor Carrier Safety Administration (FMCSA), National Highway Traffic Safety Administration (NHTSA), National Transportation Safety Board (NTSB), and transportation operators, manufacturers, states, brokers and insurers provided participants with updates on relevant programs, projects, crash investigations, regulatory, legislative, research and policy activities regarding passenger carrier safety. In addition, the summit provided breakout sessions for participants designed to identify problems and to promote discussion of relevant issues and best practices. A plenary session included a collaborative working activity for all attendees allowing them to work together in an effort to answer key questions and help to identify next steps necessary needed to advance motorcoach safety.

The principal objective of the summit was to bring together a diverse group of government and industry professionals in the bus and motorcoach industries to share knowledge and information and to help provide up-to-date information and solutions for enhancing passenger carrier transportation, as well as to address the challenges that exist in this industry.

CVSA, in partnership with the Federal Motor Carrier Safety Administration (FMCSA), state, provincial and local law enforcement and industry launched the campaign last year to combat the number of deaths in crashes involving large trucks and passenger vehicles.

Operation Safe Driver will hold activities across the United States, Canada and Mexico that aim to increase commercial vehicle and non-commercial vehicle traffic enforcement; safety belt enforcement; driver roadside inspections; driver regulatory compliance; implementation of commercial driver educational and awareness programs to the motor carrier population; and, awareness to the motoring public about safe operations around commercial motor vehicles. <itunes:summary>The Commercial Vehicle Safety Alliance (CVSA) has a cooperative agreement with the U.S. Department of Energy (DOE) Office of National Transportation on Level VI inspections of spent nuclear fuel and high-level radioactive waste shipments into Yucca Mountain. Under this agreement, CVSA is greatly enhancing its efforts to get information out to the public on the very successful CVSA North American Standard Level VI Inspection Program for Transuranic Waste and Highway Route Controlled Quantities (HRCO) of Radio Active Material. CVSA will be traveling throughout the United States to implement a public outreach program that will include participating with DOE stakeholders at various local and national meetings. A complete listing of the meeting schedule can be found at Public Outreach Schedule. The North American Standard inspection for Transuranic Waste and Highway Route Controlled Quantities (HRCO) of Radioactive Material is an inspection for select radiological shipments that include inspection procedures, enhancements to the North American Standard Level I inspection, radiological requirements and the North American Standard Out-of-Service Criteria for Transuranic Waste and Highway Route Controlled Quantities (HRCQ) of Radioactive Material. As of January 1, 2005, all vehicles and carriers transporting highway route controlled quantities (HRCQ) of radioactive material are regulated by the U.S. Department of Transportation (DOT) and required to pass the North American Standard Level VI inspection at the point of origin. Previously, DOE voluntarily complied with the North American Standard Level VI Inspection Program requirements.Select radiological shipments include highway route controlled quantities (HRCO) of radioactive material as defined by Title 49 CFR Section 173.403. And, because only a small fraction of transuranics are HRCQ, DOE has decided to include its transuranic waste shipments in the North American Standard Level VI Inspection Programs. If you have questions regarding the Public Outreach Program, please contact Larry D. Stern, Director, Level VI Inspection Program, at larrys@cvsa.org. If you have additional questions please contact us at cvsahq@cvsa.org.</itunes:summary>
