International Safety Team

REQUIREMENTS

To qualify, recipients must demonstrate expertise in one or more of the following areas:

  • Commercial Motor Vehicle Inspections
  • Compliance Reviews (or equivalent)
  • New Entrant Safety Audits (or equivalent)
  • Education
  • Public Outreach
  • Traffic Enforcement
  • A Motor Carrier Safety Assistance Program eligible activity

Eligilibity

  • Candidates must have worked for an agency during the current year that is participating in a Motor Carrier Safety Assistance Program eligible activity (or equivalent in Canada or Mexico) and has been conducting work in at least one of the areas outlined above.  [Note:  Although the term ‘Inspector’ is used for this competition, any personnel of the agency, sworn or non-sworn, participating in a MCSAP eligible activity is eligible as a candidate and deemed an Inspector for the purposes of this award.]
  • Exceptional achievement, either on-duty or off-duty work.
  • Candidates must work for an agency that is currently a CVSA member in good standing.
  • Candidates must be capable of traveling throughout their appointment as a member of the International Safety Team, both within their Region and to national/ international conferences.

Guidelines for Application

  • Each application will not exceed four double-spaced pages and will be limited to one, 1” three-ring binder. An agency may nominate only one outstanding individual per year. The application will address activities that occurred only during between July 1 and June 30 of each year (12 month time frame).
  • One original and one copy of the application will be submitted/postmarked on or before July 15, and must be endorsed by the head of the candidate’s agency.
  • Nominations should include a statement of the specific circumstances involving distinguished performance in the application.
  • Copies of departmental citations, letters of commendation, and newspaper clippings supporting the nomination should be provided in the three ring binder.
  • Failure to adhere to any of the above guidelines will result in disqualification of the application.

Judging & Selection Process

A selection committee composed of members of the Regions and Associate Advisory Committee will be developed in such a manner as to ensure that no single entity can unduly influence the outcome. Five awards will be presented (one from each of the five CVSA Regions) with each Region selecting an Inspector of the Year.

Judging Process

  • Phase 1: Nominee submissions are due July 15, to the CVSA Executive Director.  CVSA Staff will distribute electronic copies of submissions to the designated panel in each region for the regional review and recommendation.
  • Phase 2: Regional Awards, August 1.  The regional panels, consisting of the Region President, Vice-President and Associate Member regional representative will select each regional winner.
  • Phase 3: Deadline for submission of regional finalists are due August 15 to the CVSA Executive Director.  Staff will distribute finalist packets to final national selection committee.
  • Phase 4: Finalist Review, September 1. A selection committee to include the President, Vice-President, Secretary, Executive Director, and one representative from the Associate Advisory Committee will choose the CVSA Safety Professional of the Year from among the five regional winners.
  • Announcement:  The announcement of the regional winners and the overall winner shall be incorporated as a program element of CVSA’s Annual Meeting.

Individual Criterion

Candidates must show achievement through:

  • Measureable outcomes that exceed and surpass the goals set for them as a motor carrier safety enforcement professional;
  • Demonstrating continued improvement in their area of work;
  • Efficient and effective use of resources and technology;
  • Strengthening relationships with drivers and carriers and promoting industry participation in the improvement of motor carrier safety;
  • The ability to communicate in a positive manner with state, local, and federal agencies, as well as industry as circumstances may dictate;
  • The development of creative and innovative approaches to enhance motor carrier safety and promote excellence within the profession;
  • Exhibition of valor in motor carrier safety enforcement; and,
  • Effective use of technology to conduct work in one of the areas outlined above.

 

Judging will be based on the following criteria:

Exceptional Achievement

  • Exhibition of valor in motor carrier safety;
  • Development of creative and innovative approaches to enhance motor carrier safety and promote excellence within the profession; and,
  • Exceptional efforts aimed at impacting commercial motor vehicle safety through one or more of the following:
  • Inspection of commercial motor vehicles that exceed agency goals and is above the state, provincial, regional and/or national average for quantity, quality and timeliness.
  • Traffic enforcement efforts that exceed agency goals and is above the state, provincial, regional and/or national average for quantity, quality and timeliness.
  • Compliance review audits (or equivalent) that exceed agency goals and is above the state, provincial, regional and/or national average for quantity, quality and timeliness.
  • New entrant audits (or equivalent) that exceed agency goals and is above the state, provincial, regional and/or national average for quantity, quality and timeliness.
  • Facility audits that exceed agency goals and is above the state, provincial, regional and/or national average for quantity, quality and timeliness.
  • Education and outreach efforts that exceeds agency goals and is above the state, provincial, regional and/or national average for quantity, quality and timeliness.
  • Implementation and or development of new programs designed to reduce CMV crashes or enhance safety.
  • Development of new policy initiatives and/or guidelines that improve commercial motor vehicle safety and enforcement.
  • Demonstration of continual improvement of commercial vehicle safety work.
  • Results of efforts have positively impacted crash reduction and safety improvement.             
  • Effective use of Resources.
  • Demonstrated efforts that illustrate the effective use of technology to conduct work.
  • Demonstrated efforts that illustrate the effective use of resources to conduct work.

Communication and Awareness

  • Demonstrated efforts to develop strong positive relationships with drivers, carriers and the public to increase motor carrier safety.
  • Ability to communicate in a positive manner with state, provincial, territorial, local and federal agencies.
  • Exceptional efforts in one of or more of the following areas:
  • Implementation and/or development of new or innovative public awareness activities to reduce commercial motor vehicle crashes and/or improve safety.
  • Implementation and/or development of educational events to reduce commercial motor vehicle crashes and/or improve safety.
  • Implementation and/or development of educational events to enhance community partnerships to reduce commercial motor vehicle crashes and/or improve safety. 

Application

  • Application is well organized and easy to follow
  • Data provided is clear and understandable.
  • Information provided is clear, understandable and creatively presented.
  • Timeframe of demonstrated activities lies within the defined period covered by the application.

Presentation of Awards

Each of the members of the CVSA International Safety Team will be invited to attend the CVSA Annual Conference where the awards will be presented.  Travel expenses to the conference, free registration, and four nights’ stay at the designated hotel will be provided (resources permitting).
