Inspection Bulletin 2005-02 Tractor Protection Systems
This Inspection Bulletin 2005-02 Tractor Protection Systems outlines the procedures used to test tractor protection systems during roadside inspections and identifies when a power unit or trailer is in violation and/or in an out-of-service (OOS) condition. This Inspection Bulletin also provides information on the function of tractor or towing-vehicle protection systems.

COHMED Conference Registration Reminder
The 2006 COHMED conference is fast approaching! January 22nd - 27th in San Diego, California.
Here are some reminders and helpful tips to assist in your preparations for the upcoming meeting:
- The cutoff date for the reduced hotel rate is Wednesday, December 21, 2005.
- Early registration for attendees and their guest ends Wednesday, January 11, 2006.
- For information about the San Diego region, the distance between the airport and the hotel, transportation, etc., visit the San Diego Convention and Visitors Bureau.

The Guardian to Provide Space To Candidates for Position of Secretary Treasurer
All candidates for the position of CVSA Secretary/Treasurer will have an opportunity to tell the CVSA membership about themselves by using a ½ page of space in the upcoming issue of The Guardian (to be issued in the first quarter of 2006).

Operational Policy 11 - Inspection Bulletins
The Training Committee drafted and approved a new Operational Policy 11 - Inspection Bulletins during the CVSA Fall Workshop in Indianapolis, IN (September 24-29, 2005). The Training Committee moved it before the Executive Committee for final approval. The new Operational Policy was voted on and approved by the Executive Committee and it became effective on September 29, 2005.
Operational Policy 11 - Inspection Bulletins
With continuing advancements in technology and the need to disseminate information in a timely manner to CVSA-Certified inspectors, CVSA must continually be evaluating safety inspection information from manufactures, industry and law enforcement to continually improve the quality of roadside inspections. CVSA will periodically forward this information to all CVSA Members, Local Members and Associate Members by issuing an Inspection Bulletin. All Inspection Bulletins shall be drafted in a timely fashion by the affected committee chairperson or their designee and in consultation with the appropriate manufacture, industry association or government administration affected. In order to avoid duplication or conflicting information Inspection Bulletins shall not reiterate or reference existing Operational Policy, applicable regulation(s) or commercial motor vehicle safety recalls issued by a manufacture.
Inspection Bulletins shall be:
- Cataloged chronologically by year of issuance and titled appropriately (i.e. 2005-01; 2005-02 etc.)
- Presented in a uniform manner on a template approved by the Alliance titled "Inspection Bulletin"
- Communicated to the membership of any new or repealed Inspection Bulletins via email titled "Inspection Bulletin"
- Posted in chronological order on CVSA's web site www.cvsa.org
An Inspection Bulletin may be issued by a committee chairperson at any time throughout the year and, if applicable, the bulletin may include a sunset date. The CVSA Training Committee shall annually review all Inspection Bulletins issued by the Alliance. Once the information contained in an Inspection Bulletin has been incorporated into Operational Policy, the North American Standard Inspection Program and/or the North American Standard Out-of-Service Criteria and is no longer required the chairperson of the Training Committee in consultation with the chairperson of the committee affected shall repeal the Inspection Bulletin. All repealed Inspection Bulletins shall remain cataloged indefinitely as a matter of record.

North American Cargo Securement Harmonization Meeting
The destruction caused by Hurricane Katrina has made it impossible for the MGM Beau Rivage Hotel in Biloxi, MS to accommodate CVSA's Fall Workshop this month. With a full agenda scheduled, the Workshop will be held in Indianapolis, IN. The meeting dates remain September 24-29, 2005, and, based on responses from currently registered attendees, the attendance level is expected to be on par with recent conferences.
The next North American Cargo Securement Harmonization Committee meeting is still scheduled for Thursday, September 29 from 1:30 p.m. until 5:00 p.m. and continuing on September 30 from 8:30 a.m. until 5:00 p.m. at the Hyatt Regency Indianapolis immediately following the CVSA 2005 Fall Workshop.
Also, the Rubber Restraint Mat Manufactures and Distributors Meeting remains scheduled for September 28 from 1:00 p.m. to 5:00 p.m. This session is the first scheduled meeting or gathering of rubber cargo restraint matting manufactures, distributors and all other interested parties. The session's purpose is to establish a meeting place for the rubber restraint mat industry to discuss and collaborate on ideas affecting rubber restraint matting, such as a marking and rating system for friction mats, proposed new friction mat definition and the possible development of an out-of-service criteria or guidance for law enforcement and so on. This group also will be the subject matter experts to help the North American Cargo Securement Harmonization Committee resolve friction mat related questions.

The Federal Motor Carrier Safety Administration (FMCSA) is pleased to announce the new ProtectYourMove.gov Web site, accessible at http://www.protectyourmove.gov or through the main FMCSA Web site (http://www.fmcsa.dot.gov).
As you may know, moving to a new home is a significant event that is often stressful and FMCSA, in partnership with other Federal agencies, State law enforcement agencies, consumer protection groups, and the moving industry, is arming consumers with the information they need to protect themselves against dishonest and rogue movers.
The goal of this Web site is to increase public awareness about the household goods moving industry and decrease moving fraud by providing consumers with the knowledge and resources to plan a successful move.

MCSAP Grants Management Course Update
A few seats are still available for the Grants Management course for State and FMCSA participants who are responsible for administering/managing MCSAP grants.
This 3-day course, provided by FMCSA - NationalTrainingCenter, includes the Commercial Vehicle Safety Plan, grant and financial management, and the evaluation of performance under the MCSAP program.
Slots are available in these locations:
Olympia , Washington (August 2-4) has 9 slots available (16 students have already registered).
Madison , Wisconsin (August 30 - September 1) has 5 slots available (20 students have already registered).

National Moment of Remembrance
CVSA is asking its Members and Associate Members in the United States to observe the National Moment of Remembrance on Memorial Day, Monday, May 30, 2005 at 3:00 p.m. local time (duration: one minute). The time was chosen because that is when many Americans are enjoying their freedoms on the national holiday. The Moment does not replace the traditional Memorial Day observances. It is intended to be a unifying act of remembrance for Americans of all ages. As you participate in the Moment you are helping reclaim Memorial Day for the noble and sacred reason for which it was intended-to honor those who died in service to our Nation. The White House Commission on Remembrance has asked CVSA to support this activity.
The White House Commission on Remembrance, established by Congress, honors America's fallen and recognizes our veterans and those who continue to serve our country. Its purpose is to promote the values of Memorial Day by acts of remembrance throughout the year and to encourage Americans to demonstrate their gratitude by giving back to our Nation. The Commission is dedicated to educating this and future generations of Americans to remember the sacrifices and costs in human life made to preserve our liberties. We want to instill in them an understanding of what it means to be an American.

MCSAP Grants Management Course Announced
The Federal Motor Carrier Safety Administration -- International Motor Carrier Learning and Development has announced two additional sessions of the Motor Carrier Safety Assistance Program Grants Management course.
This 3-day course provides an introduction to FMCSA's Motor Carrier Safety Assistance Program. Topics include the Commercial Vehicle Safety Plan, grant and financial management, and the evaluation of performance under the MCSAP program. North American Cargo Securement Harmonization Public Forum
The Federal Motor Carrier Safety Administration, the Canadian Council of Motor Transport Administrators and the Commercial Vehicle Safety Alliance will host a North American Cargo Securement Harmonization Public Forum in Albuquerque, NM, immediately following the CVSA 2005 Annual Conference.
The schedule for the 1 1/2 - day forum is as follows:

Updated 2005 North American Standard Out-of-Service Criteria Now Available
The Commercial Vehicle Safety Alliance voting membership has approved several changes to the April 1, 2005 issue of the copyrighted North American Standard Out-of-Service Criteria. The changes will be effective throughout North America on April 1, 2005. Each change will be noted by an asterisk (*) and the April 1 issue is being reproduced on "pumpkin" or "orange" colored paper.
The 2005 release comes at a particularly significant time as the jurisdictions are taking an even closer look at vehicles and drivers because of security concerns. All CVSA-certified commercial vehicle law enforcement agencies in North America use the North American Standard Out-of-Service Criteria. It also is a "must have" resource for truck and bus safety managers, fleet directors, drivers and shop professionals.
The CVSA Executive Committee would like you to be familiar with CVSA Operational Policy #7. The handling, reproduction and distribution policy for the April 1, 2005 North American Standard Out-of-Service Criteria is as follows:
1. Copies will be furnished to members without charge. Members are permitted to reproduce and distribute the April 1, 2005 North American Standard Out-of-Service Criteria copies for internal use.
2. Associate Members will be provided copies for internal use and they will have permission to reproduce and distribute the April 1, 2005 North American Standard Out-of-Service Criteria within their own organization.
3. Member agencies may, upon request, provide one free copy of the North American Standard Out-of-Service Criteria to any individual or organization with the condition that the document is not to be further reproduced or distributed.
4. All requests to purchase the North American Standard Out-of-Service Criteria are to be referred to CVSA Headquarters. And, unless under special circumstances approved by the Executive Director, no member is authorized to offer the North American Standard Out-of-Service Criteria for sale or to recover costs of reproduction and handling.

CVSA's Annual Charity Fund Raiser
You can have some fun while raising money for a worthy cause. I invite you to take part in CVSA's Annual Charity Fund Raiser that will be held at the Annual Conference in Albuquerque.
Even if you don't have a lucky ticket in the drawings, you will be helping raise money for the New Mexico Coalition Against Domestic Violence. Previous CVSA fund raisers have provided more than $5,000 for various causes. We are looking forward to surpassing the proceeds from the 2004 CVSA Fund Raiser. To do so, we will need your support and participation.
Last year, more than 100 companies donated in excess of 125 individual prizes; including valuable die cast cars and trucks. I'm asking you to contribute model trucks, model cars or any other appropriate items that best represent your organization or company.
The prizes will be on display throughout the week of the Conference with winning tickets being drawn during breaks and receptions.
