Enforcement personnel, motor carriers, regulators and manufacturers alike are increasingly faced with accommodating the use of various technologies, designed to improve commercial motor vehicle safety, which may impact the driver’s field of view of the roadway through the windshield wiper swept area. Examples include a variety of electronics devices, window tint products, decorations, decals and stickers, sun visors and window shades, and other devices and products—all of which serve different purposes but can, in some cases, diminish or block part of the driver’s view.
The Commercial Vehicle Safety Alliance (CVSA), in cooperation with the Federal Motor Carrier Safety Administration (FMCSA) and other industry trade associations, is hosting a dialogue among enforcement experts, industry representatives and federal regulators to help improve our common understanding of the balance between the benefits and the possible risks of using these technologies. The program is divided into four technology areas: electronics, window tint, sun visors and window shades, and other products.

The program will open with a presentation from a CVSA enforcement member’s perspective. FMCSA will present a regulatory update on driver field of vision issues. In addition, an overview on the history of industry standards for direct visibility will also be presented.
Electronic Technologies: Camera Based Electronics
There are several technologies that require utilizing the windshield wiper swept area for purposes of having a clear digitally optical view of the roadway. In this session, event video recorders and other optical sensor based technologies will be discussed—and presentations will be made to shed light on the benefits and challenges.

Electronic Technologies: Non-Camera Based Electronics
Electronics that do not require a ‘view’ of the roadway—but do require close proximity to the driver or windshield—might include communication antennas, transponders, driver electronic hours of service logging devices, DVDs and televisions, GPS receivers, and others. An overview of the technologies enforcement personnel observe on the road will be provided to foster discussion. The goal of this session is to improve understanding of operational needs and benefits.
§ 393.60 of the Federal Motor Carrier Safety Regulations (FMCSRs) provides the requirements for window glazing, windshield condition and the coloring or tinting of windshields and windows to the left and right of the driver. FMCSA will provide a regulatory update relative to the driver’s need to see through window glazing balanced with the need to protect the driver from sunlight and glare. Presentations will also be made by tinting experts to foster discussion.
Visors and Window Shades
Inspectors encounter a variety of sun visors and window shades, some of which obscure enough of the windshield wiper swept area that enforcement personnel are questioning the safety benefit. External visors are unregulated, but they do, by design, obscure some of the driver’s field of view. In this enlightening session, participants will discuss possible means to benchmark what is safety beneficial.

Other Driver View Obstructions
This session focuses on obstructions to the driver's field of view can be caused by external equipment (cranes, booms, tools, etc.) or non-electronics inside the vehicle such as decals, stickers, decorations, and myriad personal objects found hanging behind the windshield in front of the driver. We will discuss whether safety implications can be identified and addressed from a policy standpoint. How are jurisdictions handling these objects today? Are there safety concerns or benefits?
Symposium Summary and Wrap-up
CVSA will review the key takeaways and suggest next steps for enforcement, industry and regulators, as needed.
